What are you talking about? there were only 3.3M left at Dec 31 2017. See below from Mar 31 2018 Financials...There are more added in 2018 but they are only release every 6mths at 15% so i am not sure where you are getting 19M...
Escrow Shares
Pursuant to an escrow agreement dated December 14, 2015, the 7,410,318 common
shares issued pursuant to the private placement are subject to escrow restrictions. At
December 31, 2017, there were 3,334,643 common shares remaining in escrow. The
escrow shares were released at 10% on April 27, 2016 and 15% every six-month
period starting July 16, 2017.
