The simple answer is fear and uncertainty, specifically of Delta, assorted current world news, etc. Also, fear surrounding the apparent lack of progress made in the federal legalization effort as that's the only thing most retail investors care about, regardless of the growth in the industry without legalization. "You pay a very high price in the stock market for a cheery concensus"
