Identifying Potential Alternative Routes (2018 – 2019)
In April 2018, MFFN signed an agreement with the MECP, thereby confirming the environmental planning process to be undertaken for the Project. The agreement with the Province was to prepare an Individual EA under the EAA and preliminary design of a CAR built to meet industrial use specification to accommodate multi-purpose use should a supply road to the Ring of Fire be built from a point along the CAR in the future.
Ongoing investigations were undertaken during the 2018 field season to characterize the existing environment in the areas of the Western, Central and Eastern routes, as well as a review of the routes via fly over with ENDM and the MTO. Consultation also occurred to obtain input on values and features of importance to the community, and feedback related to the change of the road use to multi-purpose. Interagency meetings, with representatives from ENDM, MECP, MNRF and the Canadian Environmental Assessment Agency (now the Impact Assessment Agency of Canada [IAAC]), were also initiated for the Project and are ongoing.
Based on the additional community consultation and outreach efforts following the 2017 Project Proposal (as detailed in Section 2.1.9 and Attachment 1), modifications to the Western, Central and Eastern routes resulted in the development of the following four (4) potential alternative routes (Figure 4) for the EA:
Alternative 1: .............This alternative is comprised of a modified Western Route. It is based on the alignment of the western alternative route from Painter Lake Road and western
original route at the crossing of the Albany River, and a newly proposed alignment west to higher ground and sources of aggregate around an area with a large amount of mining claims. This new portion of the route was added based on recommendations developed from borehole data collected by KWG Resources. Portions of Alternative 1 overlap with Alternative 4.
Alternative 2: .............This alternative consists of an updated Central Route from Painter Lake Road to approximately Colpitts Creek where the route generally follows the winter road
realignment of the Bill Lees Report along the eastern ridge (river bank) of the Ogoki River.
Alternative 3: .............This alternative is primarily the existing upgraded winter road alignment with a small section of the Eastern Route along the middle portion of the proposed route
