Bull-twaddle... the only thing institutions have to limit their investments is their investment policy statements. Share price means nothing, although Market Cap is often a filter. Even in the old days, insurance companies could invest in juniors using the "basket clause" which IIRC was up to 10% of their investable assets but with individual limits to enforce diversification of basket clause investments. It's been a while since the whole basket-clause thing was liberalized, but I do remember it being a thing in the 80's when I took the CSC and RR Manual exam.
