From what I have seen in past mergers the market is not efficient in the arbitration between the two SP, but as the merger date approaches the window starts to close, towards the end it is fairly quick as the momentum traders jump on the train. I am sure there are many swing traders moving capital around on short term trades while they keep an eye on the SP of OH...as soon as they see the upward trend they will flood in...it's a givin their will be arbitration, the only risk the way I see it is if you think CL will drop in price before the merger...IMHO this is not likely but you never know.
