I'd probably agree with EOM.  The Paramo elevation was a blanket average applicable to most locations, but site specific factors may result in no paramo.  No one has better maps of the area than EOM, so if they can demonstrate that there is no paramo at their site, then perhaps the government will agree (big money after all).  Or, the government may say who cares whether there is paramo present, the 3200 m contour is the mining limit regardless.
