RE:RE:HaltedHoracio Grigera was appointed by the claimant (Eco Oro).   That he issued a partial dissenting opinion suggests to me that this did not go in Eco Oro's favour.   But the other arbitrator, Philippe Sands, was appointed by the defendant and he too issued a partial dissenting opinion.   

Baseless speculation here that they ruled against Eco Oro, but issued a toothless repremand to the government.
