In mid 2016 I had met with ex-CEO Peter and others. His focus for major future revenue source was going to be Yelp. By providing Yelp one source of resteraunt health inspection information to be coupled with the resteraunt reviews there was a clear expectation that his could generate significant revenue assuming Yelp was prepared to pay for it. Perhaps Yelp would boy out HS. Rather than have Yelp troll through all the government web sites (which as the artilce points out are difficult to find) they could get it all from HS. You don't think a partnership between HS (providing individual info on outlets) and Yelp would be mutually benificial? Now Yelp is doing it on their own.
