Exactly, AAR and pipeline are a known fundamental already. So it's OK that they signed off and completed the contract. Hence the SP hardly moved. Need new contracts to increase what is already known.

Considering that their biggest ever was with San Fran for 1.7 million last January, this is nothing to be oh-hum about. In fact, I believe this is their 2nd biggest ever for a single county. The business here is definitely ramping up. Assuming all else being equal, the San Fran and Orange County contracts alone represent an additional 180 000 Canadian $/ quarter to HS for the next 5 years, which in itself is more than 10%!
