Yes. If you are an investor in the company you can contact IR and ask them to do whatever you like. Whether they listen or not depends on if it makes sense for the company and the rest of the shareholders.
In this case, they will release the news when it makes sense. VLNS is reporting financials tomorrow, so that may factor in to their timing. That's a complete guess, but if VLNS announces awesome numbers and indistry sentiment jumps, it may be good timing to release OILS news. Again, that's just a guess, but you are free to contact IR to make suggestions or ask questions even if you own 100 shares.
