Good way to fund the company

Good way to fund the companyAllowing the owners of the company (stockholders) to fund the company actually seems like a pretty good idea.  The one thing I do not understand is why do such a pathetic reverse split?  Obviously, the logic is to just mop up the extra shares created by the funding, but there are still way too many shares, and a $.02 stock price does not inspire any confidence.  They really should have done a 1:20 reverse split.
