Your thoughts are all valid and possible. (I'm not a doctor).
It wiil all come down to market execution by MOM.
IMHO, people, organizations, gov't agencies and other entities are usually reactive so it will be MOM's challenge to get these entities to be proactive in their thought process about diabetes. If there's a high cost (relative to everyone), waiting for something to happen first will be unfortunately a plan of action by most.
How many 20,30,40 year olds have an annual medical? I would suspect that most wait for something to go wrong before seeing medical assistance.
With diabetes becoming a global concern, the Scout should and must be a MANDATORY screening device. However, this will take time and may never happen.
The Letter of Intent with the UK has done little to the SP so I'm waiting patiently for the approvals.
