I don't know if Legally they can get a finance from a Tier 1 canadian bank BEFORE the bill C45 is completely approved. may be this is the only hurdle to lock this financing tight. but still other institutions could be interested in financing the construction . still a bit unclear how this is going to unfold, but IMO the construction has started and they must have a game plan to finalize the financing, otherwise they wouldn't have started construction.
