Because they never used any of it. Literally zero. (I know this as I'm associated with an indoor facility in CatCity and know the local players by heart).
They made grand announcements, like 'we signed a contract (with ourselves) to buy all the output of the glasshouse", but they literally never went into the extraction/distribution for real - THEY HAD NO PRODUCT!. LOL
