Why is this so cheap?

Why is this so cheap?Just added at 55 cents.  I have got to wonder why is VST so cheap?  Its getting big contracts for a small company, well managed, EPS is unbelievable -all positive.  Yet its trading well below where it should be.  Looks to me it should be close to $1.00
