Matica's facility is miniscule compared to almost all other company's probably not even worth the bother of licensing in the eyes of HC.
Put another way, it's far easier for an organization like HC to oversee 10 facilities of 1,000,000 sq ft than 1000 facilities of 10,000 sq ft.
