I suspect Mexico reducing crude exports will have very little impact on overall crude prices.  Mexico will be sending less crude to US for refining, mainly due to their new Dos Bocas (Olmeca) refinery handling more of Mexico's own production.  US refiners, especially in the gulf coast, will have to look harder for crude to process.  Add to that the new take away capacity of TransMountain drawing Canadian oil away from the usual export routes to the US, and maybe US refiners will be really struggling to get feedstock.  But overall supply demand balance for oil probably won't change much... it's just a matter of where the crude goes and who refines it.  But this situation should really improve the WCS/WTI differential to the benefit of Canadian heavy oil producers....maybe far less cheap Canadian crude exports.
