This is going to hurt Russia badly, I`m sure Putin is furious and he has the weekend to brew..he should call Cuba or North Korea and see how sanctions worked out for them.

I don't think it will have the effect you believe it will. From the article.... For crude, regular reviews will set a price cap at least 5% below the average market price for Russian oil.
