Met coal is far more scarce than thermal coal - think of it as higher quality coal.  That said, you don't have to be an economist: No company would ever process and sell all of their met coal as thermal because it makes no sense.  It's like selling your best mahogany for firewood instead of furniture.  Therefore, nobody is preparing for "the alternative case"; rather, the company is preparing for reality.  Yes, a minority percentage wll be thermal; however, 88% metalurgical is an outstanding figure for a coal deposit.  So coal that does not meet metallurgical standards will be processed as thermal coal.  That's the plan that makes the most sense for this project economically, socially and environmentally.

Keep asking questions Chrisdale.  The more you learn, the less (I think) you'll hate this project, depending on motives.
