Vultures are swarming

Vultures are swarmingLooks like the vultures are swarming. Two companies have applied for coal tenures, one right beside CEC's Anderson Lake application, and another for coal which appears to include the Raven mine. How can that be? If the Raven project has been suicide for CEC, what is with these other guys?
