Sinking Ship

Sinking ShipI believe that Compliance is only trying to get a permit so they can flog this toxic project to some unwitting Chinese mining company.  There is also the matter of keeping Stephen Ellis collecting a paycheque (since he can't get a job anywhere else).  With so little money in the kitty, and coal prices so low, how could this company possibly operate a safe and efficient coal mine?  

I don't hope the project never sees the light of day, I have faith that it won't.
