Timing
Notice that: 1. On Thursday the spike in price happened immediately upon many US markets closing early at 1pm est. Ie. Corresponding with a sharp drop in volume. 2. On Friday 1.1 million shares traded on one of the lowest volume days of the year with US markets closed. We also hit an intraday low of 12.91 which is almost a 52 week low. If the goal of the seller was to sell out at the best price, this would not be the way to do it. If the goal of a buyer was to purchase at the best possible price, this would be a good strategy. Maybe there is no big seller...just a big buyer.

I might have been right about there being a "big buyer" instead of a big seller. Notice 2 funds and 1 institution related to Sentry Investments at the end of June reported adding almost 3 million shares of ECI bringing their holdings to almost 6 million shares. https://quote.morningstar.ca/Quicktakes/owners/Buyers.aspx?t=ECI®ion=CAN&culture=en-CA
