The government's negotiating process if fairly well known, it goes as follows: They will push the companies to the breaking point, threaten expropriation, and once they realize they have squeezed out every last dollar, they will sign the deal. The did this with big oil, they recently did this with the Chinese, and if history repeats, they will do the same with the miners.
