I think we should eliminate these conspiracy theories... that's what we discussed the whole of last year and as it turned out, the delays had very little to do with cougar.... almost all of the issues were internal... we still don't know all the facts of the case, but atleast this much is clear - the DNI people were screwing up the filings of the env license requirements.

Anyway, now since Dan says he has personally filed all of the required papers, we have to take his word and wait for the news flow.

But yes. extraordinarily painful.
