Excellent question. A few possibiities - maybe people hoped this announcement might be bigger? Maybe these investors also invested in Reliq Health where getting paid seems to be an issue. The good news is Bristol seems to be a NHS agency so DOC should be paid Whatever reason , somebody at TD is not happy and the supply of available shares is much higher than buyers.
