Kenya Affordable Housing - Green Initiative

The UNOPS website has a news release dated 24 January, 2019 for an initiative for100,000 green homes.

This is a nearly identically worded UNOPS news release as per Ghana, also on 24 January, 2019. The difference is that Ghana's contract includes locally manufactured solar rooftops, whereas Kenya's initiative does not.

Could it be that the reason for the EDC delay is late-breaking progress with Kenya and that a "bundled" NR is in the works for EHT?
