Who cares ?  Really ! I think we need to read between the lines of what they are truly saying. 
Some provinces , many municipalities are lobbying for Jan 1, 2019 (thats a year away) and want more time to prepare and organize for the roll out.
And guess what , theres a federal election a year after that .

Just trying to keep it real here folks.
