In absence of any federal and provincial regulations both Victoria and Vancouver took it upon themselves to start issuing licenses to dispensaries rather than shutting them down. None of those licenses will be grandfathered though so everyone must now apply to the province for a license and the province will now be responsible for shutting down dispensaries operating without a provincial license rather than the municipalities. The province has indicated that no existing dispensary will have a leg up in the licensing process and that they will be aggressively shutting down unlicensed businesses.
