You can trade Toronto and Venture through TDAmeritrade for $9.99 per trade for an unlimited number of shares. And you don't have to use the phone like at ScottTrade, you can simply do it online.
On another note, you can trade Toronto and Venture with PennTrade even when US markets are closed and Canada is open, like today. The downside is that PennTrade is $29.99 per trade. Also, PennTrade does not operate in all 50 states, so you'd have to see whther they operate in your particular state.
E-Trade may be worth a look too. I don't know all their details, though.
