According to the MD&A marketing will take place only after seismic is finished.Someone has to pay for the seismic.The namibian government has a policy not to pay for risk projects,they have Namcor that usually participates with carried interest.
If I understand Wallywills theory he thinks Gazania will find a new owner immediately after the JOA is signed but that is contradicted according to information from the MD&A. 
Also it would be more logical to sell Gazania after seismic becuse the worth of 1711 will then increase.
Anyway anything is possible and you are correct that we should have been given more information.
