I dont think Gazania is exactly the same as MME since governments dont issue shelf companies.
Shelf companies ussually are formed by law offices and auditing companies.
The Namibian government could have deal with such an law office in finding investors to state property.
That office issues various Gazanias with different numbers,in this case Gazania 148.
That law firm "gets the license" from the MME and promises to find farm in partners during the first 4 years of the license term.If they would not be succesful in finding partners they wont be repaid that amount from the namibian government.That law firm/Gazania in return hopes to
make a profit when finding farm in partners.Maybe some amount of the profit will go to the state.
The only unclear detail is Shaanxi Yuyangs connection with this.
