That's because the monitor is closely monitoring their progress and they cannot afford to slip any deadlines or have any cost overruns or else! Finally someone holding them accountable to deliver what they promise. Now let's see if the fix actually works and they can start up production without any hiccups.Maybe the gvt will then come up with financing rather than just talking about it all the time.
