I will take issue with one part of your post:

ANY insider trading is illegal and not permitted by law. 

If you are describing Mr. Deck as an insider (an individual with access to non-public information about the company), it is illegal regardless of the size of his holding. 

His requirement for filing is based on the size of his holding. Therefore, he obtained stock or warrants at a favourable price and has been cashing in without any non-public information. All 
trading conducted by corporate officers, key employees, directors, or significant shareholders must be reported to the regulator or publicly disclosed, usually within a few business days of the trade. 

As a "significant shareholder he would be required to file as you have reported. We should not describe him as an insider.
