But the regulators don't seem to care or they are helpless to enforce the rules. I guess the big money is just making too much by shorting vulnerable companies out of existence. There should be absolutely no shorting of these penny stocks - a prohibition which was in place when saner, even fairer, heads ruled the Venture.
