Canada signed a devolution agreement with Nunavut. Gives the native population the right to run the show. Self determination.
Royalties will now go to Nunavut rather than the Canadian Government.
This will supposedly encourage investment.

I am not sure how it would envourage investment. The money now goes to Ottawa then Nunavut now it will go directly to Nunavut. Might acutually be more problematic unless of course graft becomes more prevalent as you take Ottawa out of the equation.
