A shell with $10M of cash plus $20M of tax credits would fetch, say $10 + $5 = $15M, in a cash buyout.

We get 25 million and negotiate 15 million debt settlement. Leaves 10 million for shareholders; they can purchase a property or take 6 cents a share.
