Jeff and Jay Schlosser said construction would start in April.
The plans need to be approved before applying for grading permits which apparently take 30-60 days.
Have soil reports been submitted?
Have easements been completed?
Fire department approvals?
Financing?
Bonds certified?
Contractor purchase orders signed?

Crickets

And fortunately it has been adamantly stated the District's lawsuit has nothing to do with the fact management previously stated they expected to begin construction two years ago.

Why is the City agreeing to allow this timeline to extend out beyond their own mandates related to the approval/build parameters?
