That press release should have pushed-up the share price. Typically, when a company makes these type of  announcement to the public, you can be assured whatever they're planning to do has already started, if not close to completion, specially with penny stock companies.  As Dessertmule indicated, you've got some unhappy campers - by the looks of those trades in the past, those in know and in a position to influence don't like what is happening.
