What is going on at close?

What is going on at close?It seems every single day on TBP there is major manipulation at the close in the last 2min and specifically the last 10 seconds. Today 86,000 shares moved things from 90cents to 94 and then back to .91 in the matter of seconds. Who is benefiting from this? What the hell is with this stock specifically that this happens every single day?
