I emailed HRG today acting dumb, which I am in this case. I asked for a shareholder list, made my feelings about this situation known and asked who the 'Independant Evaluators' are. Here is the response.

Re: Shareholder list
The shareholder list is legally available, but unfortunately to acquire it requires very specific actions on your part, including an affidavit and the payment of a fee of $1,000. The precise requirements are laid out in section 21 of the Canada Business Corporations Act, in particular sections 21(1) - Access to Corporate Records, (1.1) Requirement for affidavit - securities register, (3) Shareholder Lists, (7) Contents of Affidavit, (9) Use of information or shareholder list, and (10) Offence. There are also similar provisions with respect to a NOBO list in National Instrument 54-101 - Communication with Beneficial Owners of Securities of a Reporting Issuer (specifically Part 6). Typically a shareholder would make such a request through counsel.
Re: Valuation
The independent valuation was done by Paradigm Capital. It, or a very detailed summary of such, will be attached to the Directors’ Circular which will be mailed out to all shareholders in the next several days.
