I don't know anything about broker tactics.  But I suspect what is done is a lid is kept on at a certain level, they let the asks build up then collect all the shares, or maybe just wishful thinking for the short term.  Buying in small pieces the past few days I got the sense that there was a blatant lid being kept on it or maybe it was an iceberg ask?  I'd hit the ask a few times but it would stay at the same amount of shares.
