Who is doing all the buying?

Is it possible that minority shareholders are increasing their position while nordgold is doing most of the selling to keep the price down? I would think that a couple pennies above the offer is a very low risk premium to pay for the good possibiity of a higher bid.  I'm thinking of buying more at this point.  Also what do these locked up shares mean.  How does one pledge their shares at the takeover price and what benefit is there in doing so?  What is preventing the minority shareholders from simply backing out and saying sorry NG we want $2 a share?
