Admissible shares for Vote
After reading the notice of the Annual and special meeting of shareholders, it appears that people who acquired shares of the company after May 19th and prior to the date of the meeting are entitled to attend and vote such common shares at the Meeting. I think that answers questions asked by some in the last few days. Of course, this means that Severstal/subsidiaries that purchased shares recently at 0.215 and 0.22 will also be able to vote but to do so they will have to be physically at the meeting. Maybe it would be a good idea if someone planing to attend this special meeting of shareholders bring a video camera to film the meeting for the rest of us.

I may have erred in my previous interpretation, the text could mean the common shares issued on June 18th to Severstal's subsidiary can also be used to vote during the meeting... Not the shares that were purchased by ordinary shareholders on the stock exchange... Pretty sly of them!!
