This SHOULD be a good entry point. HARV has everything lined up to be a successful stock (especially no debt and lots of cash), lots of recent and potential acquisitions but the market price doesn't reflect this at the moment. I think Harv's issue is the fluctuation of the market itself as this week's news would normally have propelled the stock quite a bit higher, instead of the significant drop we've seen this week. It's still out-performed most of the other major Canadian pot companies during this week's slump and is still my favourite to bounce back up soon. 

It should be back close to 15 by the end of the month but has the potential to jump a lot higher than that, especially once it gets the recognition it deserves. 

I'd like to add that I'm pretty new to all this but I've done tonnes of research into the Candadian pot market over the past 12 months so feel like I'm understanding the businesses reasonably welll. Sometimes it feels like two steps forward and one step back, but that's better than 3 steps back!
