Maybe a combination of both..but IMO that spike was due to people close to the company know something good is in the pipeline.They just completed the 3M$ PP in Dec09 so maybe people

Yes,time to buy more at this level.Warrants are common when doing a PP...in this case the people that put up money are happy with .75cents and no warrants...this is very good for ICT,no dillution
