Glencore is up because the whole base metals complex is up. 

The problems with KAT have become a complete joke and the DRC is looking more like they are willing to pound Glencore into submission until operarting in the country is just too much of a pain and they sell this asset to the Chinese.  Its clear the DRC does not want them there, period. 

Going after royalty payments on non existant metal, levying additional arbitrary fines, preventing all exports of production - you can't make this up.  If this is how they are behaving before the mine even ramps can you imagine how the DRC is going to behave once we are pumping out full cobalt and copper production?  The DRC is going to BLEED THIS THING DRY.
