It does not look like that you can register by phone or online.  But if you will show up at door, I think that they will let you in. You may not be able to vote though without your mailed paper.

You may meet a few posters there, patel, big guy, etc.  Please also ask when the company is planning to pay dividend assuming the company is going to export all cobalt from next year.  Gecamine is going to receive dividend from next year after debt payment arrangement of around $500 millions per year to Glencore from KCC over the next 8 years.
