Just to add to the conversation...Justin Trudeau is caught, at the moment, between a pipeline and a hard place.  If he drags his heels, in making the big boy decision that has to be made and, doesn't give Kinder-Morgan a direct answer by tabling legislation in the House, in which the Government puts their foot down and tells all of the parties involved in the matter that enough is enough-no more court delays, no more protests, etc.-case closed- BUILD IT!, by Kinder-Morgan's May 31 deadline and Kinder-Morgan says, "Goodbye"., the only ones that will be happy will be the groups that have used every trick in the book to block the progress of the project.  If Kinder-Morgan pulls out then these groups will be dancing in the streets in celebration.  The only out, in this case, that Justin will have to get himself and the Liberal Government off the hook is that he will be able to say  that it was Kinder-Morgan's decision to walk away from the project and that it was regretable that the Company choose to make the decision to pull out but it was their decision.  He may keep his 18 seats in British Columbia come the next election but sacrifice the 4 Alberta seats in the next election and he will be able hold onto the enviromental lobby groups, in British Columbia and elsewhere that supported him during the last election when he promised to bring in more stringent enviroment regulations against big oil and fight against Alberta's ' evil oil-sands and make them a thing of the past and have the oilsands industry go the way of the DODO bird.

If he lays down the law, on the Government of British Columbia, and clamps down on the BC protestors, with arrests and charges being laid or it gets to a point where the Federal Government has to label the more millitant protest groups as economic terrorists as they are sabotaging the Canadian Economy, as an extreme measure, in order to get the project moving, he will allienate his government from BC voters and loose the support of his enviromental base in BC and could loose a large number of the 18 seats that the Liberals hold, currently, in BC, come the next election.  He would possibly hold onto the 4 seats that he currently holds in Alberta.  Without those 18 seats in BC it could mean the difference between the Federal Liberals being re-elected in 2019 and being religated to the Official Opposition or, worse, the same place they sat before the last Federal Election.  Self-Preservation is the name of the game, for Justin Trudeau and if he can't make the big-boy decision he will loose either way he goes.  At the moment Rachel has more guts to make the big-boy decision than Justin does.  I wonder if Justin wants to go down in Canadian history as a one shot wonder.  There is more to the real world than just good looks.  he wanted the big chair and now he has to prove that he belongs there.
