AR would not be buying themselves. Any agents, banks etc who advised/arranged the deal could see it through by buying shares with little risk, as the deal will go through if no counter offer comes or at worst they do get a counter offer and get more money if they had not managed to secure enough shares to block such an offer.   

Those who advised and arranged the deal will get their fees/commissions IF the deal goes through. I doubt those entities are sitting by idly and just waiting to see what happens. 

Also consider that PDG management hold 6 %. They most likely had discussions or at least probed the ground about this with large holders (funds, banks etc) which account for another 48% of shares. So that is already quite a large % that will most likely back the deal. So in reality if my hypothesis were true, they don't need to acquire that many shares to ensure the outcome they want.
