There is never a situation when you can't lose.  The government could take nationalize this company tomorrow, as unlikely as that may be.  However, I do agree with you that a joint venture is likely and unless management is offered a ridiculous premium, >$20/share, probably the most likely.  However, management has historically not been in the business of developing a mine so they may just sell out despite the "artificially low" stock price.  Also, its not like a joint venture would necessarily cause an immediate doubling of the stock price.
